We do have some lower lvls but I think they are almost all alts of someones. We will allow 1 alt per person. The lvl limit hasn't been set at this time.
At this time, also, we are preparing for TW. So, if TW is all you want, I suggest you look elsewhere unless you can help us get ready to do it.
